These have now been received and
are contained in the despatch of which a copy is en-
closed berewith.
The Secretary of State for the Colonies will
observe that Sir J. Jordan lays emphasis upon the diR-
tinction between territory leased from China by foreign
Powers and the actual possessions of those Powers, end
states that as a matter of fact no Power has yet claim-
ed special treatment for the traffic passing across
the frontiers between its leased territory and Chine,
and that he expresses the view that any such claim
would be firmly resisted by the Chinese Government.
The Board of Trade, who have been consulted upen
the matter, have expressed their concurrence in Sir E.
Grey's proposal to inform Sir J. Jorden thet, in the
circumstances, no action should be taken in the sense
suggested by Mr. Hewett, and, subject to the opinion
of Mr. Secretary Harcourt, Sir E. Grey would propose
now to adopt this course.
